Below Deck Crew: The ideal Goal is to have the Attack, Defense, and Health of your ship all at 300% (normally max, as noted 350% max for Vi'dar). Once you hit 300% in one category, anything above and beyond that does not help you (except for abilities that utilize a given stat, i.e. Bev Crusher). So what you want below deck is basically high stats.
