I use hanging dog ranch for the horseman and other sharpshooter challenges because I mainly die after completing the challenges so the enemies reset. For this one, there is a random O’Driscoll camp in the Heartlands, next to the Twin Stack Pass closest to Valentine. I go ok top of the stack, aim and throw, challenge done.
