It's mostly DE, choose what you like. There is a better integration of some developer tools in Pop_OS!, but it's really no problem to install those in Mint. I think Pop_OS! is a little bit less "discoverable", since some functionality is more easily accessed by a keyboard shortcut, rather than a menu. Use Linux Mint if you are love it! Whatever you do, do NOT become a distro hopper. If Mint works for you then don't change it until it breaks. As for why, Mint doesn't support Wayland and likes to use old and outdated software, and forks apps for little to no reason. As an alternative you can use Manjaro Gnome. This was my one complaint.
