Have notifications silenced

My phone tells others that I have notifications silenced, when I do not. I do not have any focus settings on, Do Not Disturb is off. When I took it to a tech?m, they had concerns that it was an update issue. I purchased a new phone because of this issue and this phone is now telling everyone the same thing.
